Trump made the announcement during the Republican Midterm Convention in Dallas, Texas, presenting the payout as a reward for voters who help secure a full Republican majority. He likened the payment to a corporate dividend given to shareholders, insisting that America’s “tremendous economic strength” makes such a distribution possible.

Speaking to thousands of supporters, Trump declared:

“If the Republicans win the House and the Senate… I will issue a dividend to every adult citizen in the United States of America for $5,000.”

He added that the money must be spent within the United States, though he did not explain how such a restriction would be enforced.

Vice President JD Vance later attempted to refine the proposal, suggesting that wealthy Americans may be excluded and that tariff revenues could help fund the payments, despite tariff income being far below what the plan would require.

Legal experts and political observers have questioned whether the promise amounts to vote buying, a practice that would raise serious constitutional and ethical concerns. Some Democrats labelled it an “empty promise,” while others asked whether such a pledge is even legal.

Congress would still need to approve any such payment, meaning Trump cannot unilaterally issue the funds even if Republicans win both chambers.

Although Trump’s promise applies to all adult Americans, the proposal has drawn particular interest among U.S. elders, many of whom rely on fixed incomes and Social Security benefits. A $5,000 payment would represent a significant financial boost for seniors facing rising healthcare costs, inflation, and economic uncertainty.
